Another obstruction with similar effect is when the skimmer wier gets lodged and doesn't allow water to get into the skimmer throat. This happens when a twig or leaves get accumulate. If you hear an unusually loud cycling sound like this, walk over to the skimmer and see if you notice either of these failures - both easily correctable.
